The High Speed Rail Group has responded to the Transport Committee’s call for evidence on major transport infrastructure projects: appraisal and delivery. The submission focuses on the high speed rail sector in the areas as outlined by the Committee. The key points of our submission are:
- HS2 will provide a new national transport spine for the country, ensuring that every region shares in the opportunities created by economic growth
- High speed rail has a major role to play in the levelling up agenda, rebalancing the economy away from London and the South East
- Post-pandemic, high speed rail has the opportunity to become the sustainable travel mode of choice, offering much lower per person-mile and per tonne-mile carbon impacts than either air or road-based travel alternatives
- HS2 is leading the way in environmental construction
- The business case for high speed rail schemes is hindered by the current approach to transport forecasting and appraisal
- HS2 has an essential role to play in building the skills base to deliver Britain’s future infrastructure ambitions
